About the Role
As the External Communication & Government Affairs Manager (Norway), you will be the primary architect of Nscale’s brand voice and the face of the company for local municipalities, regional authorities, and the national government. In this role, you aren’t just "managing news" - outreach here is about building genuine trust. You will lead our media relations, corporate positioning, and stakeholder engagement strategies to ensure we are not only heard but respected within the local ecosystem.

This dual-impact role bridges the gap between high-tech AI infrastructure operations and the local communities that host them. Your mission is twofold: ensuring Nscale is recognized as a responsible, value-adding neighbor and advocating for policies that support a sustainable, competitive AI infrastructure industry in Norway. In this role, you will work as part of the larger global comms and policy teams to advise local country and regional leadership, navigating the nuances of the Norwegian media and political landscape while ensuring messaging resonates with local socio-economic values like sustainability and transparency.

What You’ll be Doing
● Media & Communication Strategy: Work with comms and policy colleagues, and local data center and business teams to develop and execute local high-impact PR campaigns and act as the first point of contact for Norwegian journalists and trade press.
● Government Relations & Advocacy: Monitor and influence Norwegian policy developments related to the Data Center Strategy, power grid access, and the Digital Security Act.
● Stakeholder Management: Act as the primary interface for mayors, local councils, and community leaders in areas where sites are located or planned.
● Content Creation: Draft press releases, op-eds (kronikker), and keynote speeches that translate complex global initiatives into locally relevant narratives.
● Community Investment: Design and lead "Good Neighbor" programs, such as educational partnerships (e.g., STEM, apprenticeships, summer internships) and support for local sports or culture.
● Permitting & Regulatory Support: Work with site leads to navigate local zoning (reguleringsplaner), environmental impact assessments, and building permits.
● Public Speaking: Represent Nscale at town hall meetings and industry forums such as IKT-Norge or the Norwegian Data Center Industry association.
● Internal Alignment: Collaborate with the global HQ to ensure local messaging stays on brand while remaining authentic to the Norwegian market.

About You (Skills / Qualifications)
● Deep Political Knowledge: Comprehensive understanding of the Norwegian political system, from the Parliament to municipal councils.
● Experience: 8+ years in external communications, public affairs, or community relations, preferably within the energy, infrastructure, or tech sectors.
● Native Communication: Flawless written and spoken Norwegian (essential for council meetings) and professional proficiency in English.
● Strategic Thinking: Ability to understand how headlines and policy changes impact long-term corporate goals.
● Negotiation Skills: Proven ability to find "win-win" solutions when commercial needs meet community concerns regarding land or energy use.
● Education: Degree in Political Science, Law, Communications, Journalism, or a related field.

Nice to Have:
● Grid Knowledge: Understanding of the Norwegian power market (Statnett, RME), grid queues, and capacity allocations.
● Local Network: Pre-existing relationships with Norwegian business media, the Ministry of Local Government and Regional Development, or Innovasjon Norge.
● ESG Expertise: Experience communicating Corporate Social Responsibility and Sustainability initiatives.
● Crisis Management: Experience managing community pushbacks or local media "storms" regarding infrastructure projects.
● Visual Storytelling: Basic skills in photography, video editing, or graphic design to support multi-channel storytelling.
